Overview

CTP is a privately held small business based in Alexandria, VA. We provide trade and security services for government and private clients and deliver technical assistance programs in over 80 countries around the world. CTP provides specific solutions or full lifecycle support, including course and curriculum design, expert instruction, logistics support, monitoring & evaluations, knowledge management, strategic planning, program management, and staffing services. 

 

CTP is seeking short term Technical Advisor/consultants to support the various USAID missions.The consultant will provide support services reporting to the Mission Program Officer or his/her designee. 



Responsibilities

Deliverables under this consultancy may change from time to time based on Mission priorities, Embassy requirements, and Administration needs regarding this area of the LAC region.  The actual work accomplished will be determined by Mission management. Approval of any tasks undertaken by the Consultant will be approved by his/her supervisor.

 

 

Qualifications

General Requirements

 

Clearance desired at either the Facility Access level or above.  Candidates with current USAID security clearance/access are preferred and will be given preferential consideration.

 

The intended candidate should have dual experience in the full range of program management at the USAID field level and extensive experience supervising or hands-on experience dealing with development functions overseas. TDY work could be associated this consultancy.

 

Specific Knowledge Requirements

  • The consultant should possess the full range of knowledge relating to programs, processes, procedures, agency policies and priorities with a particular emphasis on the Latin America region. 
  • Incumbent must have relevant experience in development programs or private and/or public sector work experience in helping manage, implement, monitor, and evaluate international development programming technical sector areas. This position requires strong leadership, organizational, analytical, communication (oral and written), interpersonal, and teamwork skills. The ability to serve as an effective liaison with a wide array of individuals and institutions is essential. 
  • The incumbent must be able to prepare clear, substantive documents, reports and briefing papers in English (and Spanish if possible), in a timely manner. S/he must be able to acquire a thorough understanding of USG and host-government policies and procedures and how they relate to each other. S/he must be able to clearly and articulately present USG messages to a wide audience, including high-level GOC and USG officials, as well as civil society (private sector, universities, NGOs, etc.).
  • This work requires great flexibility and the ability to work under pressure, and strong written and oral communication proficiency.

Minimum Qualifications

 

Education: A Master’s Degree in a field related to environmental science, economics, development assistance or international relations, such as political science, law, public policy, or a closely related field is strongly preferred, and a Bachelor’s Degree in these fields is
required.

 

Work Experience: Minimum of 10 years’ experience in a USAID-like environment where skills on program and project matters are dealt with consistent and using established development policies and procedures is highly desired. A minimum of fifteen (15) years of progressively responsible, job-related, professional-level experience is required.

 

Knowledge: Expert-level knowledge of USG development policies, procedures and practices and ability to traverse the myriad issues that arise in international development programming.

 

Communications skills: Proven ability to work independently or as a member of a team and to foster teamwork where situations require. Able to work at multiple levels of organizational hierarchy within government and with regional stakeholders. Proficiency in English and Spanish at the minimum 3/3 level is preferred.
