CTP provides specific solutions or full lifecycle support, including course and curriculum design, expert instruction, logistics support, monitoring & evaluations, knowledge management, strategic planning, program management, and staffing services. 

 

We are seeking a Program Analyst with specific experience supporting the United States Agency for International Development (USAID) and its programs.

 

The Bureau for Latin America and the Caribbean (LAC) helps to make the U.S. and the Western Hemisphere more peaceful, secure, and prosperous by strengthening the capacity of the governments and private sector entities. LAC/SPO (Strategic Program Office) requires one long-term Program Analyst. The Program Analyst must be comfortable using independent judgment and action to complete tasks and operate with high levels of discretion. Applicants should possess a working knowledge of USAID and international development and experience with Program Monitoring and/or Evaluation is desired. A basic understanding of international development MEL principles and approaches is required.

Responsibilities

The Program Analyst will provide Monitoring, Evaluation, and Learning (MEL) support and expertise for the Bureau for Latin America and the Caribbean with a specific focus on, but not limited to, Central America.  Tasks and responsibilities include:

Programmatic Support

--Management of results data collection, analysis, and reporting for semi-annual reports to NSC and annual Congressional Report

--Support MEL on Central America initiatives, including Central America Service Corps (CASC) and Conditional Cash Transfer programs

--Provide support to Migration Data and Learning Advisor on Migration Data Group and Community of Practice, and Mission uptake and reporting on revised migration indicators

--Assist on meetings and events related to the Agency Learning Agenda Question 6 on Migration and Forced Displacement

--Provide MEL support for WHA/LAC JRS annual progress review.

 

 

Qualifications

The ideal candidate must be highly organized and motivated and bring the following skills and qualifications:

 

Minimum Qualifications:

 

-- A Bachelor’s Degree in International Development, Public/Business Administration, Statistics, Economics, Social Science, or similar field, with a minimum of five years of progressively responsible experience in program monitoring, and/or evaluation is required. A basic understanding of international development MEL principles and approaches is required.

-- Excellent oral and written English communication skills and the ability to communicate effectively with a wide range of people.
-- Excellent interpersonal skills with the ability to be a team player and learn quickly, with minimal guidance. 
-- Ability to manage multiple work streams in a timely manner with superior organizational skills. 
-- Familiarity with the Google and Microsoft suites of applications (Gmail, Google Docs, Google Sheets, and Google Slides, calendars; Excel, Word, PowerPoint calendars; etc.) 

 

Specific Knowledge Skills and Experience required:

 

-- Excellent analytical and conceptual skills to interpret data from various sources; to prepare reports and analyses; and to assess the impact of USAID programs/projects on socioeconomic development in the country are required.

-- Ability to plan and execute MEL activities across several sectors simultaneously is a must.

-- Ability to synthesize complex program data and Agency MEL policies to translate it into simple, succinct information.

-- Excellent presentation and report writing skills are required

Compensation

Salary range based upon experience, but this is a mid level position.

 

Security Clearance

Supervisory Responsibility: This position does not have supervisory responsibilities.

 

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

 

Work Authorization: Candidate must be authorized to work in the United States and no sponsorships will be provided.
