CTP is a privately held small business based in Alexandria, VA. We provide trade and security services for government and private clients and deliver technical assistance programs in over 80 countries around the world. CTP provides specific solutions or full lifecycle support, including course and curriculum design, expert instruction, logistics support, monitoring & evaluations, knowledge management, strategic planning, program management, and staffing services. 

 

We are seeking a Program Analyst with experience supporting the United States Agency for International Development (USAID) and its programs.

 

The Bureau for Latin America and the Caribbean (LAC) helps to make the U.S. and the Western Hemisphere more peaceful, secure, and prosperous by strengthening the capacity of the governments and private sector entities. LAC/CAR requires one long-term program support staff member who will receive guidance and direction from the Director of the CAR Office. The incumbent will work both in the Ronald Reagan Building and in a hybrid environment in Washington, DC, currently in the building three days per week.

 

The Program Analyst must be comfortable using independent judgment and action to complete tasks and operate with high levels of discretion. Applicants should possess a working knowledge of USAID and international development.

Responsibilities

The USAID Office of Caribbean Affairs (LAC/CAR) is seeking a candidate to provide programmatic, technical, and administrative support, including for both the U.S. - Caribbean Partnership to Address the Climate Crisis by 2030 (PACC 2030) and the Caribbean Basin Security Initiative (CBSI), and other elements of the LAC/CAR portfolio.

 

Programmatic Support:

 

Organize program, activity, portfolio, and strategic objective reviews.
Coordinate reporting, monitoring, and communication of USAID and U.S. Government (USG) activities between Washington, USAID Missions, the USG interagency, and the U.S. Congress.
Prepare briefing documents, materials, talking points and speeches for principals and other LAC staff.
Develop key program documents such as waivers, action memos, and Congressional Notifications.
Stay updated on USAID regulations, policies, and procedures to support programmatic activities effectively.

 

Technical Advisory Support

 

Stay informed about USAID programs in the Caribbean related to climate change, disaster resilience, and clean energy as well as crime prevention, rule of law, and other citizen-security related matters.
Engage with USAID staff, interagency partners (e.g., U.S. Department of State), the private sector, and donor partners (e.g., Inter-American Development Bank, Caribbean governments).
Assist LAC/CAR and Missions in program management; strategic planning; activity design; communications; and monitoring, evaluation, and learning (MEL).

 

Communications and Outreach:

 

Develop and review communication materials, including fact sheets, talking points, presentations, and briefings.
Draft responses to inquiries from Congress and other stakeholders.
Provide scheduling, briefing, and logistical support for meetings.
Assist with correspondence and review documents for formatting, grammar, content, and messaging.

 

Other Duties as Assigned:

 

Support USAID Missions as Country Point of Contact.

Qualifications

The ideal candidate must be highly organized and motivated and bring the following skills:

 

Type of Experience Required:

 

A Bachelor’s Degree in political science, public policy, international development/relations or related field, plus three of experience in foreign policy or international development preferred.

Excellent oral and written communication skills and the ability to communicate effectively with a wide range of people.
Excellent interpersonal skills.
Ability to manage multiple work streams in a timely manner.
Familiarity with the Google suite of applications, e.g. Gmail, Google Docs, and Google Meet.
Familiarity with Microsoft Office applications, e.g. Word and Excel.

Understanding of U.S. foreign assistance policies and programs.
Familiarity with technical areas such as climate adaptation and resilience and clean energy cooperation and/or citizen security is preferred.
Proficiency in French, Haitian Creole, and/or Spanish preferred.

 

Location

Washington DC at USAID HQ (Ronald Reagan Building), hybrid position with on-site presence required Tuesday through Thursday and other days as required based on bureau operational needs

Security Clearance

Supervisory Responsibility: This position does not have supervisory responsibilities.

 

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

 

Work Authorization: Candidate must be Citizens of the United States.
