Position Summary: CTP, Inc is seeking a senior-level Program Manager to lead execution of a multi-year National Security and Digital Modernization initiative operating within the Caribbean region and aligned with broader intergovernmental security objectives.
This is a strategic leadership role at the intersection of defense modernization, homeland security, border management, intelligence integration, and sovereign digital transformation. The program integrates capabilities traditionally aligned with Departments of State, Homeland Security, Defense, and Intelligence entities — including border modernization, biometric identity systems, intelligence fusion environments, cybersecurity operations, tactical communications networks, and critical infrastructure protection.
The selected candidate will lead execution of a government-owned modernization platform that strengthens national resilience, supports international security cooperation, and advances interoperable security frameworks consistent with U.S. and allied modernization principles.
The engagement spans 3–5 years and requires the ability to operate across interagency, multinational, and sovereign environments. The position is currently contingent, but expected to be awarded shortly.
Travel up to 50% within the Caribbean region is required.
Role Overview
The Program Manager serves as the senior integrator responsible for aligning mission requirements, technical delivery, operational outcomes, and executive-level governance across multiple security domains. This role requires comfort operating in environments influenced by:
• Homeland security and border management policy
• Defense and continuity-of-operations frameworks
• Intelligence-led operational models
• Intergovernmental and diplomatic coordination
• Critical infrastructure protection mandates
• Cybersecurity governance aligned with international standards
You will interface with senior government stakeholders, security leadership, operational agencies, and strategic advisory teams while directing multi-disciplinary delivery teams. The position requires discretion, executive presence, and a strong understanding of how defense, homeland security, intelligence, and diplomatic priorities converge within national modernization programs.
The role requires the ability to manage cross-domain integration in environments influenced by diplomatic, defense, and homeland security frameworks.
Primary Responsibilities
Executive and Interagency Engagement
Serve as the primary program interface for senior security leadership and executive stakeholders. Lead structured governance reviews, operational briefings, and milestone evaluations. Maintain alignment across agencies responsible for defense, border security, intelligence, law enforcement, infrastructure protection, and digital governance.
Navigate political, diplomatic, and institutional sensitivities while ensuring disciplined execution.
Integrated Program Governance
Establish and maintain a PMO construct aligned with internationally recognized program management frameworks. Integrate operational requirements across intelligence, cyber, defense, and homeland security domains into a unified development and deployment roadmap. Maintain structured change control, risk management, and compliance alignment consistent with recognized federal and international security standards.
Agile and Secure Delivery Leadership
Lead a scaled Agile or hybrid execution model that integrates secure development, infrastructure deployment, and operational integration. Ensure cybersecurity controls, privacy safeguards, and secure communications frameworks are embedded throughout the lifecycle. Drive disciplined backlog prioritization aligned with mission-critical outcomes.
Cybersecurity and Infrastructure Oversight
Ensure continuous integration between cyber operations, infrastructure monitoring, and operational mission systems. Maintain alignment with recognized security frameworks and risk-based controls.
Coordinate escalation pathways for cyber-physical incidents across operational agencies.
Multi-Domain Security Integration
Ensure real-time interoperability across land, sea, air, and cyber domains. Prevent stove-piped development by enforcing systems-level integration discipline across agencies and mission centers.
Workforce Transition and Sovereign Sustainment
Oversee a phased workforce transition model that supports institutional capacity building while preserving operational continuity. Ensure documentation, playbooks, and training pathways enable sustainable long-term control.
Subcontractor and Partner Oversight
Manage performance, compliance, and integration across subcontractor teams and strategic partners. Serve as escalation authority when integration or performance issues arise.
Financial and Strategic Coordination
Align cost, schedule, and performance metrics with program objectives. Support leadership in evaluating expansion opportunities and regional interoperability initiatives.
